Patrick J. Reardon, President

Qualifications

Patrick Reardon brings over 42 years of multifaceted experience to the arenas of government administration and management, urban and Brownfield development, and community economic development. As Merrillville’s Town Manager, Patrick managed the daily operations of Indiana’s largest town, administered an operating budget of over $11 Million, and supervised a professional staff of 85 employees. Readon’s “Why Not Merrillville” marketing campaign generated over $650 million in new commercial/industrial investments, added 5.5 million sq ft of new construction, increased the town’s assessed valuation by 15.1%, and facilitated planned construction of 2,000 new residential units valued at $260 million. Additionally, Reason facilitated the creation of 1,000 temporary jobs and 2,500 new permanent employment positions and led the town’s team to construct the $24 million, 84,000-square-foot community recreational center under budget and on time.

Experience

As the Executive Director of the Hammond Urban Enterprise Association (HUEA), which he co-founded in 1984, Reardon oversaw the development of a four-square-mile area that has a mixture of industrial, commercial, and residential properties. Under Reardon’s directorship, the HUEA has increased business activity by approximately 275% in the enterprise zone, created over 5,151 new jobs, increased the number of employed from 2,232 to 4,440, distributed more than $56,732,943 of tax incentives to businesses, facilitated private sector investments of an additional $732,110,498 million, and spearheaded $68.8 million in public improvements for the city. 

Sector Specialization

Reardon has a proven track record, best illustrated in his project management of the 160-acre EPA Brownfield Pilot Site and Superfund Site that became West Pointe Industrial Park in Hammond, Indiana. Reardon’s activities on this project were multi-level and ranged from working with Economic Development Agency (EDA) funding to wetland delineation and mitigation to negotiation of tax incentives for businesses. As a result of Reardon’s efforts, West Point Industrial Park has been successfully developed into a multi-tenant transportation logistics site that created over 400 jobs and brought in 27.5 million new reinvestment dollars. Reardon is also the project manager for the redevelopment of the Hammond Mills Shopping Center in Hammond, Indiana. Here, he uses his unique skills in property acquisition and environmental assessment and remediation, which recently resulted in a $33.2 million dollar investment in the property and created almost 1,000 new jobs and six new businesses. Additionally, Reardon served for over three years as the Executive Director for the City of Hammond’s Planning and Development Department, where he worked in the areas of budget preparation and financial review, co-chaired the Mayor’s Committee to Evaluate Riverboat Gaming Proposals resulting in a $170 million lakefront development and 1100 jobs, successfully lead the Mayor’s Federal Building Task Force Committee culminating in a $70 million administrative and courts facility, and negotiated the $6.2 million redevelopment of the South Shore Line Commuter Station.
Reardon’s educational background includes a B.A. in Political Science from Loras College, a Master’s in Public Affairs from Indiana University, and an Executive Management Certificate from the University of Notre Dame. He has additional certified training as an Economic Development Finance Professional (EDFP), and in Industrial Revenue Bond Financing and Tax Increment Financing.

Qualifications

Sean is the Vice President of Economic Development at RCS. His primary focus is providing business process strategies and project management services to owners, operators and developers of real estate, construction companies and institutional investors of real estate.

Experience

With over 10 years of experience in the economic development and real estate consulting, he has worked on a multitude of real estate projects in both the private and public sectors. These projects vary in scope and scale from large industrial development to work with private/public investors and local municipalities. Throughout this time, he has worked and collaborated with a vast number of private and investor driven developers, serving as a project lead and point of client contact leading every aspect of a project from inception to completion. By leveraging and utilizing his multifaceted skill set, he has demonstrated an advanced ability to navigate and overcome the challenges that are often associated with these types of real estate projects and implementations. Sean is a passionate real estate consultant and facilitator of winning team cultures that deliver the highest-level satisfaction to clientele.
